South Korea introduced on Thursday what it calls the world’s first comprehensive set of laws regulating artificial intelligence (AI), aiming to strengthen trust and safety in the sector while positioning itself as a global innovation leader.

The AI Basic Act

The new AI Basic Act has taken effect ahead of comparable initiatives in Europe, where the EU AI Act will roll out in phases through 2027. The Korean law seeks to create clear guidelines for developers, users and regulators, establishing standards for transparency, accountability, and data protection.

Global Context

While South Korea pushes ahead, regulatory approaches worldwide remain divided. In the United States, a lighter-touch strategy is favored to avoid stifling innovation. China has introduced rules and proposed a coordinating body for global regulation. The Korean move underscores the urgency of addressing misinformation and information overload.

"In an era of both misinformation and too much information, quality journalism is more crucial than ever," said Reuters correspondent SHIM Kyu-Seok.

Industry Reactions

Start‑ups in Seoul are wary that the new compliance requirements could slow their growth. Nevertheless, many see the legislation as an opportunity to build trust with users and attract international investment.
