On March 5, 2026 Beijing unveiled its latest Five‑Year Plan, positioning artificial intelligence (AI) as the core of China’s economic transformation. The strategy calls for AI to be embedded in every industry—from manufacturing and logistics to finance and healthcare—while simultaneously pushing forward breakthroughs in quantum computing, semiconductor production, and space exploration.
AI at the Heart of Growth
The plan outlines a ¥10 trillion investment over five years to develop AI infrastructure, including nationwide data centers and high‑speed networks. It also sets targets for AI‑driven automation in factories, aiming to boost productivity by 15% across the manufacturing sector.
Quantum Leap
China pledges to make its quantum computing research world‑leading, with a goal of achieving a 100‑qubit processor by 2028. The government will fund joint labs between state universities and tech giants such as Huawei and Alibaba.
Semiconductors & Space
In parallel, the plan emphasizes domestic semiconductor production, targeting a 30% increase in domestic chip output by 2030. For space, China aims to launch two new orbital research stations, focusing on AI‑guided satellite imaging and deep‑space communication.
"The integration of AI across all sectors is not merely an upgrade—it is a fundamental shift in how we create value," said Liu Yong, Director-General of the National Development and Reform Commission.
